Zombie_must_die-- importaint, staff help

I was talking to Zombie_must_die today when he suddenly said something I don't think anyone knew happened.
He says that Pinders, a few months ago when we were Towny, gave him Assistand Staff Rank to fly and build.

This information makes we wonder, how did pinders do this when he is not a staff?

If pinders was somehow staffed, why was he allowed to promote a normal player?

I don't know if this particular situation is something we need to deal with or if it's just long past to where we don't have to worry.
I want to look into what happened.

This makes no sense whatsoever. No one will be stupid enough to give pinders the perms to giving ranks. Also it's quite confusing to give someone a rank.

It's Honesly nothing bad, I am not sure what happened, however I've set it so assistants can't promote any higher than themselves, so they cannot cause any thing bad whatsoever. I am still unsure what has happened
